Waiting list
Passengers queued once capacity is full, moving up when someone cancels.
When demand exceeds capacity an agency puts the registration on a waiting list rather than turning it away. This keeps the passenger and covers the cancellations that are all but certain on any departure. A waiting-list passenger differs from a confirmed one financially and administratively: no debt is raised, no documents are requested, no visa application is opened. All of that starts the moment they move up, and usually has to be completed quickly.

How Waiting list works in the system
Waiting-list passengers are held in a separate status; debt posting and missing-document lists exclude them. Promoting one is a single action, and debt and document tracking begin at that moment.
